I see that roughly half of the themes available use jQuery and include a version of it in their install. I see that there is a version - \bludit\bl-kernel\admin\themes\default\js\jquery.min.js - v3.2.1

Q1.
I wonder why theme developers don't just use a link to this already installed version?

Q2.
Assuming there is no major reason against Q1 what is the easiest way, path method, to load jQ
- in a theme?
- in a plugin?
