issue Change the position of the plugins

I made clean install of Bludit, all plugins are deactivated (for testing) but the 'Change the position of the plugins' is not showing any plugins to drag/drop, as seen on your demo page.
Is it a know issue?

Does the ordering affect the sequence they are loaded into the DOM?

So it's not an issue. Only the plugins are shown and can be reordered that are displayed if a theme has a sidebar.
