Blogx - how to change order in the right menu?

I have now 3 webs with Blogx, and in two is Textarea on bottom last, but in one it's up in the first place.
How change it please?

At "Settings" > "Plugins" click "Change the position of the plugins". There you can change the position of the plugins with drag and drop.
