how to add plugin

I am working on a couple of plugins and looking to the day that I can share those. Searching for 'how to add bludit plugin' I end up here:

step 1: Create a new file inside the folder /authors/.
Login to gitHub and there are two options:
1 - create new file = "You need to fork this repository to propose changes" - so does my becoming an author require this?
2 - upload files = Uploads are disabled

What am I missing or is there another approach?
