Scheduled actions

Is there an official way of running a function of a plugin at scheduled times?

Either via Bludit or directly via a cron job? I'm thinking of something that would create a reference, like a sitemap or similar, but that doesn't need to be run every single time a page is loaded or the admin area is used.
