Both are no longer part of the plugin repository:

This means somebody has made this plugins but does no longer maintain them. There are still in the GitHub respository in case somebody does the updates.

I will see what's missing.

Plugin universal analytics is included in the repository https://plugins.bludit.com but this plugin also does not appear in the admin panel of Russian localization.

You are right. The plugin does not work with Bludit v1.4.

Please use instead the plugin Google Tools.

As author of Yandextools plugin I must say that is not correct.
Plugin was updated within 24h after Blidit 1.4 was released.
