How to place <meta name = "robots" content = "noindex, follow"> in categories and tag?

This should be done to avoid duplicating pages.

if you modify head.php with something like

if ($WHERE_AM_I == 'category') {
echo '<meta name = "robots" content = "noindex, follow">';
} 
it is possible. There should be a bit more logic to do it correctly though...
