Plugins section is not visible

hello, I have problems with the plugins install everything as it should but in the administrator I do not see any plugins it is blank it only shows the titles of active and not active plugins, I would like you to help me with this thanks

What version of PHP is on your server activated?
This is shown when you click "Bludit Developers" at "About".
