I tried to migrate from version 3.0.0 to 3.13.1 by deleting everything old and uploading the new version but when I upload the folders bl-content (pages and upload) in order to have all the old content on the site available, this does not happen. How can I re-upload old site content?

The fewer plugins, the better, if something happens by writing 2 lines of code, it doesn't make sense to do it with a plugin, but everyone decides for themselves.
