Does the ordering affect the sequence they are loaded into the DOM?

I made clean install of Bludit, all plugins are deactivated (for testing) but the 'Change the position of the plugins' is not showing any plugins to drag/drop, as seen on your demo page.
Is it a know issue?

I forgot to mention that i have imported all pages (350+) as 'childs' . I have tested the behaviour by creating 20+ pages (as childs) manually.
